SOURCE: timer seems to stick at 5pm? time on is 5-9p=all the buttons pushed down between 5-9p,correct?

Depending on model, time pins are either pushed in, pulled outward or slid away from the center of the time disc. Make sure that you have wired the power source and load to the proper terminals. There should always be power on the input terminals, and power on the output terminals only when the time corresponds to ON pins. Check this site for popular timer wiring diagrams.

I hope this helps & good luck!

How to wire a theben 24hr timer

Generally theben timers are wired same as illustrations shown on following pages
Wiring varies slightly by exact model number.

http://waterheatertimer.org/How-to-program-Hagar-timer.html
http://waterheatertimer.org/Din-rail-timers-and-manuals.html
Most these timers are rated 15 amp.
Safe maximum :: 15 amp x 80% = 12 amp
230V x 12 amp = 2760 watt
For best long-term result, use timer to turn on a contactor (relay) and let the contactor handle switching heavy amp load
Fuse-protect the timer by adding inline fuse to hot wire going to timer.

HB51R is "on" all the time, regardless of control setting kenlarson42@hotmail.com

http://www.intermatic.com/products/timers/consumer%20outdoor%20timers/electromechanical%20timers/hb51rc.aspx

HB51 appears to be an automatic timer
Capacity is 1000Watts
Your lights are on so the circuit has power
I don't see any troubleshooting steps
It gives you a choice how many hours your lights stay on after dusk

You might try changing the selector to a different stay-on hour.
Turn timer off and unplug and then re-plug timer to see if it re-sets.

Otherwise, it looks like the photocell or 'timer brain' stopped functioning.
