Turn off your device and leave it off. Plug in your device's USB cable to a computer with iTunes. Hold down the Home button on your device as you connect the USB cable. Keep holding down the Home button until you see the Connect to iTunes screen. When you see this screen, release the Home button. If you don't see this screen, try steps 1 through 3 again. When your device is connected, iTunes will open. You'll see a message saying that iTunes has detected an iPhone, iPad, or iPod touch in recovery mode.
After pressing OK or waiting the 30 seconds, press navigation key to bring up screen again. I'm guessing you have a Motorola phone, but maybe not. You will get back to the security lock screen but there will be a button on bottom right that states Forgot pattern (or passcode). If you forgot your screen unlock pattern or passcode, tap Forgot pattern (or passcode). You will be prompted to sign in using the Google account you programmed into the handset during initial start up. If successful, you will move to next screen to create a new security lock. You can cancel out of that step and return to homescreen.
As for your issue, you can fix it with following instruction.
Step 1: Tap on Settings, then go to General.
Step 2: Tap on Restriction, and enter your existing passcode.
Step 3: Tap on Disable Restrictions, and enter your existing passcode again.
Step 4: Tap on Enable Restrictions, and enter (twice) new passcode.
It is usually the last 4 digits of your phone number. If you have
forgotten your phone number or the digits are not working, take the
phone to your phone subscriber u dial *22803 then it resets the whole phone and the ur passcode will
reset to the last 4 digit of ur phone number but u have to listen to the
voice prompts press 1 for english and it will ask u to prees 1 to
program ur handset
Bad News... you may have to Restore from iTunes.

Passcode Lock
By default, iPhone doesn’t require you to enter a passcode to unlock it.
Set a passcode: Choose General > Passcode Lock and enter a 4-digit passcode, then enter the passcode again to verify it. iPhone then requires you to enter the passcode to unlock it or to display the passcode lock settings.
Turn passcode lock off: Choose General > Passcode Lock, enter your passcode, and tap Turn Passcode Off, then enter your passcode again.
Change the passcode: Choose General > Passcode Lock, enter your passcode, and tap Change Passcode. Enter your passcode again, then enter and reenter your new passcode.
If you forget your passcode, you must restore the iPhone software. See “Updating and Restoring iPhone Software” on page 204.
Set how long before your passcode is required: Choose General > Passcode Lock and enter your passcode. Tap Require Passcode, then select how long iPhone can be idle before you need to enter a passcode to unlock it.
