I don't normally say "call the manufacturer" but if it's a genuine HP cartridge (not another brand, and not refilled) call 1-800-HP-Invent and they'll walk you through a few steps, and if the cartridge is defective they'll send you a new one.
The toners have an out of the box warranty, so if you took the toner out of the box 3 weeks ago, it's still under warranty.
