I have a hacker on my phone right now-LEO Privacy. If my phone were stolen, it would lock all my apps and delete all my personal informations. I can also track my phone and even take photos to the thief if he tries to open apps with wrong password. And the Police will visit him very SOON!!!

CDMA phones work off of the serial # of the phone. Unfortunately, if the phone is not able to be activated, it is because either the previous owner has a past due balance on the account or the phone has been reported lost or stolen. This is tracked on a network level with the service provider. The only way that can be resolved is if the original owner to which the problem is assosiated contacts the service provider to resolve. Either say they found the phone, or pay the past due balance. Until then, the phone is useless to you. Sorry for the bad news.
