Since it springs back then the part of the lens that opens it is broken.
Then lens covers are very delicate, but usually reliable.
If it's still in warranty, let samsung deal with it. They can usually fix
digital hd video cameras in a couple weeks and have service centres in major cities.
If it's out of warranty, try a bit of 100% isopropyl alcohol (see your
drug store) on a Q-Tip. Swap it around the lens cover gently and then
gently force the cover open several times. The lens cover should be a
little wet from the alcohol, but not so much that there are droplets or
puddles. Have some kleenex ready just in case of a little spill. That
should help to remove any dirt inside that might be affecting the cover.
If that doesn't work and it's out of warranty, then consider repairing
it. They will charge you for an estimate ($40ish). Consider replacing
it, particularly if the repair cost exceeds 50% of the replacement cost.
