As i researched the 3 user subscription refers to max 3 pcs per house. There shouldn't be extra payment and I strongly suggest to contact Norton directly and ask for refund or explanation. I also suggest that you must not let anyone link automatically to your bank account and charge you. Do your purchases one by one. I hope you are not scammed through email! Hope that helped!!
Looks to me the EASIEST thing to do would be to use SYSTEM RESTORE function for windows and go back at least one day before you installed the update. That should lick this problem.
You may also try to disable Norton and see what is does for you internet connection. Uninstalling Norton is not out of the question, but you may have to get the NORTON REMOVAL TOOL to completely get rid of Norton.

For getting back to your PC in normal stage you may windows Restore utility. It is very useful. you can find it in Start>Programs>accessories>system tools>system restore. norton is actualy not the best antivirus to use if you want one that wil not conflict with your computer controlls and have the same outcome( if not better ) use this http://www.eset.com. Norton, Mcaffee, and al the others will try to dominate the computer and utilize too much resourcess on your computer. Nod32 wil run totaly in the background and use hardly any memory or try to controll your computer.

maybe your norton is configured on a high security state. you better configure it as minimal security state. by browsing and reading whats inside your norton, you could find the things you have to adjust to enable some services of your PC.
