Yes you can call them. Who won't allow you to pay them? If by chance they say no (which is very odd) record it and your bill is paid. Make sure to call your credit reporting companies to have that removed so your credit score will go up.

If you mean pay your bills using PayPal, you need the PayPal debit card that is issued to holders of premier, business and student accounts.
