According to HP's website, the driver for your HP PSC 2210 All-In-One printer is already included with Windows 7 and should not need to download any drivers for it.
Please refer to the link below for instructions on installing your printer in Windows 7.

All lights blinking on HPPSC 2210 all in one

This problem has been reported as a defect to the printer. It can usually be temporarily fixed by unplugging the printer for a few seconds allowing it to reset.

If your printer is still under warrantly, you should be able to get it replaced by contacting them.

Sadly, if it isn't under warranty it will usually cost more to repair than just to replace.

Hp psc 2210

1.) Double check the power outlet that your printer is pluged into. Swap to another outlet. 2.) Double check the plug at the printer end, it may go in only one way. Still no power when you press the power button? It may be bad. Return it.

Hp 2210

The bulb in your HP PSC remains on for a specified period so that the unit
is immediately ready to respond to your request. When the HP PSC has not
been used within that specified period, it turns the bulb off to preserve
power and displays Power Save On in the front-panel display. (You can exit
this mode by pressing any button on the front panel.)
Your unit is automatically set to enter power-save mode after 12 hours.
Follow these steps if you want the HP PSC to enter this mode earlier.
1 Press Setup.
2 Press 5, then press 6.
This selects Maintenance, and then selects Power Save Mode Time.
3 Press until the desired time appears, then press Enter.
