PSN is currantly down for a scheduled maintenance. They will be back up at around 4am UK time. Unless there are further delays with it. The error you are getting refers to this.
How come on my ps3 my girlfriends account is the only account that can be signed in and when I sign her in two of her friends are online as well and when I try I get that 8002A203 error what's up with that?

This either means that the actual psn is down at the moment or too busy to sign you in or your internet connection is too slow or cant connect to your router
