First the obvious.
Check and make sure the volume is not on mute and it is turned all the way up. Also check the sound properties through the Control Panel and make sure all the volume knobs are turned up.
The not-so-obvious
Check the device manager to see if there are any warnings in the section called 'Sound, video, and game controllers'. The best way to access the Device Manager is to click Start, right-click Computer(Windows 7) or My Computer(Windows XP) and click Manage. The computer management screen will come up and you'll click on Device Manager. If there is a red X or a yellow ! then run windows updates and see if there are any hardware drivers needing downloaded.
