to barre outgoing calls to the settings menu on your phone, select call settings, and select outgoing call barring. you can cancel and at the same place barred out going calls there.

the normal proceedure is> menu>call history>outgoing calls and you will get a list of the last ten outgoing calls on your phone(which is really limited). you can download a call log analyzer if you are looking for something extra.a good one is CZ call log.this displays your call records for as much as a month,it also lists call duration(s) and you can also save/print a copy.and best of all it is free!
It means you have barred you phone from making outgoing calls, all you need to do is to go to your menu of your phone,scroll to settings,press and scroll down, you will see call barring, press it or open it, you will see different options there, press on outgoing calls to enable the barring on it.
After you have enable it, you will be able to make outgoing calls.
the internet connection's outgoing is too slow. ALl internet connections have an outgoing and an incoming speed. Make sure you are not uploading anything to the internet or get a faster internet service provider
