If you mean, what skills are necessary to start using Dreamweaver 8?
You need basic html and css skills.
A great place to learn and where I learnt myself many years ago, is here:- http://www.w3schools.com/
My first reaction is why you want to use MX? Now that adobe have taken over Macromedia the new version of Dreamweaver is mark ably better by light years than MX. MX does not handle CSS half as well plus Adobe have linked all the apps such as Fireworks, Photoshop and flash to work with Dreamweaver. Adobe do not really support MX anymore so your best bet of getting MX is to search the P to P sites.
get in touch with symantec make sure you would be able to redownload it after you format your drive. Use file and setting wizard from start->programs->accessories->system tools to transfer your settings to removable media. Once you format and reinstall use wizard again to import your previous settings from removable media.
