Connect to the internet by connecting a Ethernet Cable to the Laptop and the Wireless Access Point/router. Open the Device Manager, Network Adapters, Click on the wireless adapter, is it enabled? yes or no? Yes, update driver. reboot laptop. Is your Wireless Access Point securied? unplug the wireless access point , wait for 30 seconds or so, plug in, wait for selftest, reboot laptop. You didn't supply the Laptop Make, Model or the OS you are using?
You could go next to the router and plug a network cable into the laptop from the router and get a wired internet connection. Then open the device manager and go to the wireless adapter and let it go out on the internet to update the driver.

Some wireless cards are hard-coded to different countries.
If you are trying to use it with your access point, make sure the access point uses a channel number of less than 12, otherwise it should not matter about country setting.
Sometime you can change the settings in Device Manager in Advanced tab...
First do right click on you my computer icon and choose properties ->hardware->device manager->network adapters and expand it, see your broadcom wireless is there or not, if not obtain a diver file for your model from HP support site and run it so that your wireless adapter will start working and enable the wireless on and see its working.
