Is it backlit or something?  You want the NumLock or CapsLock to work, and they don't respond though the keyboard works otherwise?

Well, if it was from the same lot, I guess it should light up!
Supposedly they tell you what part you should order if you e-mail Toughbook_Tech_Support@us.panasonic.com , but you have to give a full model number, not just CF-28 or such.

You might double-check that you have the same Toshiba power management utilities running on your box as your neighbors, in case Windows decided not to get along with them last week.

Hey, look at that!  http://repair4laptop.org/disassembly_panasonic.html  That oughtta help get to any failed component (which, if it's an LED, you can check with a couple of button cells if not a 3.7V supply.)
Or just ....no, maybe not the "putting a LED into the case" one, that one has you drilling a -new- hole in the case someplace else so a LED can shine out of there onto the keys below.

I have a panasonic Toughbook CF-29 printing with keyboard

Your text prints out formatted helter-skelter all over the page? How about trying print to PDF and seeing how that looks when you load the PDF. Alternately, you can reinstall the printer's driver or change the settings of the program you're printing from.
It sounds like your browser's doing a bad job of rendering to print. Try cutting and pasting to a word processor and printing from there.

Panasonic cf-27 toughbook cant find usb cd/floppy

sounds like who ever rebuilt the unit didn't load all of the mother board resourses.

I would call them to make it right...if not...go to the panasonic web site for all of the driver for that unit and just load them.

Mouse cursor jumping uncontrollably all over screen.

Your touch pad drivers need to be installed. Power off the laptop. Install an external mouse, power back on and install drivers. When finished, power down, remove the external mouse and reboot.

I have pictures on the panasonic CF-27 toughbook computer and i want to transfer them over to my new computer but cant help me please!!!

Simplest was I've found is a USB key. 4 and 8GB keys are now plentiful and all you do is insert the key into the old system, copy files to key. most key to new system and copy files to the folder you want to use (My Pictures usually)
