Generally speaking, an amp protects itself from heat, shorts, overloads and operator exuberance by refusing to turn on or stay on. Overloads can be from excessive periods of high output or marginally low impedance loading by the speakers; and shorts would be wiring issues or a speaker blowing up. You should be able to feel if it's hot. WHY is it overheating? Make sure it has sufficient ventilation on all sides and that vent holes are not blocked by dust balls. Ensure the fan (if equipped) is running as designed (some only operate on demand). Clean dust and debris from it. If the amp comes back on after cooling, you're lucky. They only have so many self-protection cycles in their lives so continuously resetting or cycling their power without addressing the cause can do more harm than good. If it protects immediately on a cool power up you should disconnect the speaker connections and try it 'naked'. If it comes up then diagnose which lead(s) are shorted. If it does not come up the problem is internal and should be left to an experienced and competent hands-on tech.
There is no heat coming from the amp as I have never actually had it working. This is the first time I am setting it up, it was purchased used though. When I plug it in, the blue light flashes but that is is. There is no heat being generated because nothing is actually doing anything.
So it's DOA. It needs hands-and-eyes-on technical attention (or return it).
Does its power voltage requirement match your power?
So maybe you don't have the manual. It may come in handy if this thing resurrects.

The receiver suddenly switches off and the power indicator blinks.
After about a minute (you won't be able to switch the unit on during this time), switch the receiver back on. If the message persists, call a Pioneer authorized independent service company.

Resetting the main unit
Use this procedure to reset all the receiver's settings to the factory default. Use the front
panel controls to do this.
1 Switch the receiver into standby.
2 While holding down the TONE button, press and hold the STANDBY/ON button for about three seconds.
3 When you see RESET? appear in the display, press ENTER .
OK? shows in the display.
4 Press SYSTEM SETUP to confirm.
OK appears in the display to indicate that the receiver has been reset to the factory default
settings.
