Phone wont charge so will not turn on

Have you tried more than one power outlet? It could be the power outlet you're trying to use isn't functioning. If it won't charge on a different outlet, the issue is either the charger you're using or the phone itself. Try wiggling the charger around while plugged in to the phone, see if that will charge it at all. You should also trying getting a different charger and see if that will work. If not, you may just need to replace the battery/phone.

Will any other charger from any other cell phone company work with the Kyocera MARBL K127 Cellular Phone

No, usually phone work with their own charger, you simply won't be able to plug in a different charger because it has a different connector. The only thing you can do is get a replacement charger for your phone (normally you can find them on Ebay), or you can get universal chargers for phones which will have the connector type required for your phone and you can adjust the amperage and voltage required to charge your phone (you can find this on the back of your phone charger or in the phone manual).

Wont turn on

Charge the battery. If battery will not charge, use different wall adapter. If still won't charge, phone damaged (drop in water by chance?).

I have a free cellular phone and the minutes are in dollar amounts. Do you have information on how many minutes $30.34 would convert to in minutes

That depends on what service provider you are using. For instance, if it were AT&T, they charge $1 per day and $0.10 per minute. The $1 per day is only charged if you use the phone that day. Text messages are usually charged at $0.20/msg that includes outgoing and incoming.
