The hardware of your CD/DVD drive has failed. Either replace it, or "network" your two computers together, to "share" the working CD/DVD drive across your network.
If your DVD player is set to a DVD region, then it cannot play DVDs from other regions. You are allowed to change the DVD region only four times, then the DVD player will lock permanently on that region. If your DVD region is locked then you can install a program that will allow you to play DVDs from any region. Please click on this link for details of a DVD region program :- http://www.fixya.com/support/r3559135-playing_dvds_from_other_regions
