Generally you could have two problems. Number one may be a sticking water solonoid that doesn't want to close after the fill cycle has stopped. Number two, if the machine has not started to agitate the clothes that means the timer has not reached that part of the cycle and is stuck in the fill mode. My guess is number two would be more likley, the timers **** out nowand then.

The fill switch is bad. That's the only "safety" on the washer that will shut the water off after reaching desired depth. To test it, run your machine on the various water levels. For example, start out on the low setting. If the water doesn't shut off after the tub is half full, then it's the fill switch inside the unit next to the tub.
if Ice maker cycles and you get no water into it you have a clogged/frozen fill tube. If a broken line the water would go on your floor every 15 min. None of those indicates your refrig valve is bad. Dual solenoid water side works Ice doesn't.
If the only time that it won't fill with water is the rinse cycle is is probably either in the timer or control board.
Have you tested it on all the the setting to determine what works and what doesn't? Will it work on permanent press but not delicate; that type of troubleshooting.
