First, download the install here, if you do have a defective CD there is no point wasting time with it. Next, uninstall everything that the software setup and remove the printer from the printer window. Make sure that you are a local administrator.
Remove the printer from the computer and reattach it in another USB port you haven't used for this printer yet then cancel the Windows Hardware Wizard when it tries to run. Run the installer and do the Next, next, next thing. If it lags out on your on step 4, just wait a bit. If you get nothing after 7 minutes or so force quit the installer and use Add Remove Hardware and the extracted inf file left by the installer.
Finally, The HP auto update software sucks. It nags and needs administrative privileges to run. Since it is completely unnecessary to the printer running remove it from the start up folder.
