1 of 2 reasons. 1. It could be slow at reading the information on the cd. 2. you have a slower internet connection. The question is, what Call of Duty? Black ops 2 installs the maps on the hard drive. That could be the only reason I could think of there. Your internet connection matters. If you are found to have a week internet connection, the lobby has to go according to the weakest signal if you're on a team.(Lag) If you are the strongest signal, then they sometimes make you the host. Witch is why, sometimes the game says "connecting to new host" if the current host leaves for any reason.
Try going to download it again. XboxLive/ PSN can tell you already bought it so it wont charge you again, but it WILL download everything. Problem solved

It looks like you have real trouble with PS3 HDD corruption, I advise you to watch this short explanation video and follow the rules to make sure you fix the problem.
You
could attempt to boot up the PS3 in safe mode and restore the file
system (should delete any corrupted data). Describing how to start up
your PS3 in safe mode would just be confusing, so instead here's a link to the official page on the PS3 Safe Mode feature.
Follow
the instructions, and then I'd say try options 3 (Restore File System).
If that doesn't work, try 4 or 5 (Rebuild Database or Restore PS3
System).
If that fails, you could just replace the hard
drive. The PS3 uses standard 2.5inch SATA laptop/notebook hard drives
(5400 or 7200 RPM). They can be found online at any computer parts
website; for example, Tigerdirect.
If somehow the new hard drive doesn't fix it, or you don't feel like buying a new hard drive, you could send the PS3 back to Sony. If you're under warranty it's free; otherwise it's expensive (150$ I believe).
If you request the repair service, they send you a box, you put the PS3 in it and ship it back to them. A month or 2 later they send you a fixed/different PS3. Simple, but takes forever to get a working PS3 back which is why I suggest you try a new hard drive first.
On PS3 you need to make sure you downloaded the right map pack for the right disc number you have. Take out the black ops disc and look for a code that starts with BLES or similar. Then in the Playstation Store make sure you download the map pack with the same code as your disc.
man Format it and 99% sure that this will not work so my advise after formating your HD and i HOPE that it works with u but if it didn't go to the nearest computer store and buy your self a brand new laptop Hard Disk and plug it in and thats it, just change the PS3 Hard Disk with a new one with ANY SIZE you want ok

Ok, it appears that your hard drive in your PS3 is corrupt and needs to be reformatted. You can get an external hard drive enclosure and do it yourself. You would have to take the hard drive out of your PS3 and put it in the external hard drive enclosure and plug that into a computer with the supplied USB cable and format it. From what I'm reading out there, the external hard drive enclosure has to be for SATA 2.5" hard drive. You could probably replace the hard drive with a larger one just as easy if you wanted to. If you don't feel comfortable with any of this, then its probably repair shop time. I hope this helps.moreover,,Use your recovery disc to reinstall your operating system. This should clean up your hard drive and restore any missing or corrupt files.
