let it charge overnight, (new real or new from ebay not new)
never assume it is charged new.
make sure rear AC circuit breaker on it is not tripped
makes sure battery fuse not blown
make sure battery lugs not rusty.

2004 UPS, many were recalled for not having fuse. on the battery feed. and cause smoke. why use 15-04 -11 year old UPS>?
MOST THAT OLD HAVE BIG PROBLEMS.
I believe these are 4ohms, if so buy a 2ohm stable monoblock amp, that puts out 250-300 watts RMS, and connect your subs to it in parallel, don't pay attention to peak watts, look at RMS watts, or continuous watts. If they're 2 ohms, buy a 2 ohm stable 2 channel amp that puts out 125-150 watts RMS per channel, and 250-300 watts total or bridged RMS output. And connect them normally, on sub per channel... hope this helps, as far as brand recommendations, MTX, pioneer, Alpine, Kenwood... Good luck
Hi heres a simple test check that the wires to these speakers is not just broken or cut , easy check would be to disconnect the wires and test with a Multimeter against each pair of wires , or better yet a simpler test is an AA size battery across the speaker wires should give a crackling sound , that will show you that they are good . If these 2 fail , your speakers are blown.Surprisingly an overpowered amp will blow speakers much easier than one thats not...It will cost you quite a bit ... .
