Fan #2 should only come on if the A/C is on or the engine temperature gets over 200-205 degrees.

SOURCE: 2001 Impala Cooling Fan Not coming on ever and car

Cooling fan relay switch (in the fuse box uner the hood). Look for othger relays in there that are the same type number (they are all marked). If you find one that is the same as the cooling fan relay, then swap the two relays and check. (Turn on car and turn on A/C ... fan will start ... or not).

Fan motor could be bad (most likely).
If you remove it yourself, don't scrapr the radiator fins with the fan blades.

Hope this helps!

Videos on youtube for checking for shorts . It's probably a wiring problem . Insulation rubbed through , touching metal on the vehicle somewhere . Ck engine light problem on 2001 Impala

Well the code is for the circuit - the computer commands the relay to turn the fan on and it doesn't happen.
The computer provides the ground for the relay.
If you have replaced the relay and the fan and the fuse still blows, I would look for a problem in the harness between the fuse box and the fan, including the ground circuit for the fan.
The fuse for the cooling fan is usually a 30amp marked "cooling fan" in the fuse box in the engine compartment.
Do you know what the 25amp fuse that is blowing is for ?

Cooling fan on car doesn't work

check the ac switch if it is a factory duel fan set up, it will come on with the ac compressor or with a temp sensor. also check for voltage at the fan that does not come on with a volt meter... always check the source voltage, if needed to eliminate a bad fan motor run a separate power wire to the fan to see if fan motor is good.. please rate my help, thanks
