We were watching tv, and it was a storm. My lights went out and the tv turn off, when we turned it on again it wouldn't show picture but you could hear sound. We waited a couple of months to actually purchase another bulb, and that didn't seem to work. The volume abd power buttons started flashing and it seemed like it kept turning on and off again.

After a power surge my tv had a picture but no sound when the lights came back on.

Check its speaker first. If found OK, check and replace damaged component/s at its audio output stage circuit. Contact any service technician. If you wish to get some details; check the site linked here.Viewing it in "Mosaic" will make surf easy.

RCA 27v520t will not turn on

That's because somehow the lightening caused a fault in the power board.
Ypu can try an unplug for 2 hrs and then reconnect and start again If that dosn't work you will require intevention to replace the power supply
