How do I get the question mark punctuation to work...

When you were typing something you probably hit the left shift key along with ctrl. Hold down the left shift and ctrl for about 2-4 seconds and you should get your question mark back.

To make it so it never happens again, go to control panel / region and language / keyboards and languages / change keyboards. Remove every language except for English (us) or whatever region you want to use. Before you accept verify that your keyboard is on your preferred language before you do this. check and make sure you are getting the proper slash when you push slash, to change it if you're not getting the slash use the (left ctrl + left shift for 3-4 seconds) if that doesn't work then try alt and left shift.

Mouse not working

The Tab key moves from field to field and the arrow keys move thru items inside the fields. The enter key executes command in the field. So Tab to user icon or password field type in password if needed and hit enter.

I cannot figure out how to get the forward slash key

The forward slash key is next to the right shift key and works by hitting the key. A shift key will give you a "?" mark.

Computer says I have the control key on, but I don't. I popped off the control keys, cleaned and tried again. Same problem. Tried turning computer on and off twice. Same problem. Now I can't even...

Try using the onscreen key board if possible in safe mode. If you have windows xp hit and hold ctrl+alt+delete twice in a row. This will bribg up the hidden admin account. The type Administrator as the user name and laeve the password field blank just hitting enter. Sometimes these hidden accounts are just overlooked. If you can borrow another keyboard or use an old one. You must ad it with the pc off or it will not read it. Sounds like you just need a new keyboard.
Hope this helps

Want to do backward slash; the key only performs # and no slash. also want @ to appear when I use the key showing that sign (currently use the " sign to get it)

The back Slash would be above the ENTER key and the @ sign can be accessed by holding SHIFT and pressing number "2"

In case you are not able to get the desired keys normally. It is possible that there may be something stuck between the keys. I would suggest you to kindly remove the keys and clean the base.
