Question about Washing Machines
Rick...this sounds like a problem with the fill valve or the water supply to it. The buzz should be a valve opening. I assume you have noted no kinked water hoses.
First, set the machine on either hot or cold water wash and try to fill the machine. Then do the other. That will tell you which of the two valves is not performing. Now that you know which one is malfunctioning, turn the water off at the spigot side and then remove the hose from the back of the machine for the non-functional feed. Turn on the spigot on to see if you are getting water flow. If not, check for a clogged filter washer on the spigot side. If so, do the same on the machine inlet valve side. If both are clean, replace the valve...it is jamming.
I don't know what the black hose you describe is. It may be an overflow drain.
