Write model no to search if any service manual is available.
Check for any loose connections, bad electrollytic capacitor, cold solders at main board etc.
If you are not familiar with electronics troublshooting and repairs better take it to an authorized service station to check what causes the problem and if is cost efective to repair.

Your system has an issue with the digital processing of the signals. Since you can not see the menu, says that the problem is after the "tuner" and character generator circuits and in the display logic. This can be caused by something as simple as a bad cable connection or something more involved like a pwer supply problem. Lets start with the relatively simple things first. Open up the back and reseat all of the connectors and cables. Since the signal levels are so low, it doesn't take much to corrupt the signal. Reseating all of the above will eliminate a connection problem. If that fails to resolve the problem, please update this and we'll start looking at a possible power supply problem.

For the record, there is no "vertical deflection" circuit per se nor is there a trimmer to adjust the brightness as would exist in standard TVs.

The problelm is a defective vertical deflection system. Could be the amplifier, vertical output driver or whole printed board that supports the vertical deflection activity. It is considered to be a serious failure.

That is my opinion. Even though you could fix it and get another few months or even a year of use, it will surely develop another problem.

hope this may help;

my analysis is there is no busted parts inside but it only loss connection toward the soldered parts of the circuit board. or maybe its just an only TV tuner got fault.

    Hi again,

Thanks for intimation of model number. I can send you LG Plasma service manaul for information and in my opinion, you need to contact LG service center because your TV requires spacial Jigs n Tools to sort out the problem in its circuits or firmware, what ever. Its not case of wrong command of remote or can not be rectify by simple Volt-Meter. Its suphysticated TV and should be handel at concerns service center. Its friendly advise.

This is very common. it is the power supply going bad, it should run at
130 volts dc, but it is now running much lower that this just enough
for the tv to come on. but not enough to power all the circuits right.

    Hope that helps.......

Hello
You can adjust the brightness control on your 19PR19 Philips Tv. For that you have to go to picture contol menu
Do it as follows

To adjust your TVs picture control, select a channel and follow these steps.

[1] Press the Menu Button on the remote control to display onscreen menu.
[2] Press Cursor up or Cursor Down button until the word Brightness is hilighted. For each press of Cursor Up or Cursor Down button you can go through Colour, Picture, Sharpness, Tint, Colour temp etc, depending on the adjustment you want to make.

Some channels on my tv are dark and tinted orange, I used the menu button to display the menue and scrolled down to picture but I did not know how to select picture.

Hello
Adjust colour control to zero, and check for a pure black/white picture. Adjust contrast and brightness control to minimum and check whether the picture goes completly off or a slight picture prevails. If the picture goes out when you turn down brightness control to 1/3 position, that is about 20 points, your TVs screen voltage is very low, and it can be adjustable. If the picture does not go out and more brightness prevails, screen voltage is high. If the screen voltage is high, there will be some fine lines across the screen at about an inch apart; on the whole screen from top to bottom.
Screen voltage adjustment is critical for the clarity of the picture. If it is low, no proper colour will be dispayed. If it is high, it is harmful to both picture tube and your eyes.
Never try to adjust it without proper knowledge about it. The screen control can be located alongwith the LOT [Line Output Transformer], of your tv. There will have two adjustable controls there, one is for Focus, and the other is for Screen. Both are interactive, that is adjusting one will effect an other.

Acer model AT3201W no picture?? Sound is great, everything is connected tightly. Checked the manual ...no help..

There are several things that could be the problem, as usual. However I did manage to get a set working with the following characteristics:
- Set powered on ok and displayed the Acer logo fine.
- All of the inputs had very low brightness and poor colour.
- The backlight was working and appeared bright.
- The picture was barely usable with brightness/contrast set maximum.

I figured the issue here was a loss of the picture settings in the eeprom in the unit. So I set about to find how to get to the factory menu to set these things. This assumes you can get a menu to display on the set.
To enter factory mode on the remote control press menu/menu/234/menu. You will see the menu displayed with some info in the top bar that is normally not shown.
Then on the front of the TV press Volume- and Channel+ at the same time and hold until the factory menu appears.
You may see that the RGB gain and bias values are low or 0.
If that is the case set the colour temperature mode to Standard and then adjust the RGB gain and bias values to the following:
R gain: 434
G gain: 482
B gain: 484
R bias: 270
G bias: 270
B bias: 264

Then set the colour temperature to Cold and enter the following values:
R gain: 434
G gain: 482
B gain: 484
R bias: 270
G bias: 300
B bias: 310

Similarly, for Warm adjust the values to:
R gain: 434
G gain: 482
B gain: 484
R bias: 300

G bias: 280
B bias: 264

Then, if this was the problem, the picture should be fairly adequate.

Hope this works for you...
BTW I must give some credit here to another poster who provided a similar solution to a different problem here:

Cannot navigate Picture Mode (Colour) menu.

After some digging, I may have found something.

With no menus onscreen, press the menu button. Then press it again. According to a post I saw on another forum, that allowed the user to enter the tuning menus.

First press gets you "Overview" and the second opens the tuning menus.

Good luck, and repost the results.

Screen colour

You should be able to lower the brightness, using the slider below the resolution menu. For longer display and battery life, Apple recommends lowering the threshold. But, it should not be making the image distort or have any degradation to the image. If your machine is less than a year old ( and has no signs of user fault or P2P software ) you are eligible for complementary APPLECARE assistance. It makes no difference where you bought the computer. APPLE is international, and any APPLE STORE or 3rd PARTY APPLE AUTHORIZED REPAIR CENTER, should examine and troubleshoot this issue.

Keep me posted.
