We need to find out the strobe effect is due to the T-CON board is turning on and off or if the backlights is turning on and off. This can also be due to unstable power supply due to bad caps.
You need to look at the back of the screen to see if the light coming through on the back side of the LCD panel is stable when the picture is strobing.
If you are going to DIY and have proper tools, electronics knowledge, and know safety precaution then please read on:

I have a BMW 323i and the Check Engine Light came on last night a 1/4 mile from home. Made it home okay, but today the car won't turn over. Nothing at all.

Question edited to add maker.
Question moved to model category.

All your issues are electronic. The clicking and lights flashing and not starting makes me think it is the security system that is the problem. You need an auto electrician with a pro grade scan tool computer to diagnose. You have many issues by the sound of it.

Remove light governor

I installed my Hunter Ceiling Fan a little over a year ago. A few nights ago my wife told me the lights in the ceiling fan blinked a few times when she turned it on. Over the next few day the problem got much worse. When I turned on the light switch, the lights would not turn on. After a few minutes the lights would begin to flash, like a strobe light. This flashing would last for about a minute.
This morning I removed the light kit. I noticed the watt regulator, part 98480-02. I connected the wires directly that were wired through the regulator. So far, the light now works fine!

I have had a Hunter 52" fan with a Hunter Breeze remote that has worked perfectly for almost 4 years. Starting last night when I press the light "on" button, they flash on and off at the rate of about

Sounds like a loose wire nut to me. When you turn the light on the connection warms up and the wires will expand. When you turn it off they cool down and contract. Combine that with slight vibration from the fan over 4 years it could cause a loose connection. Just pull the trim ring down and tighten all the wire nuts. The light is usually the blue wire. Dont forget to kill the power first. If that doesnt work its probably a bad remote sensor.Inexpensive and easy to replace.

No matter which input setting is on the screen has a consistent flickering/flashing. Somewhat strobe light-like. What might have happened? Could a power surge have caused this problem? There was a pretty...

That would most likely be the inverter/ballast part of your powerboard and may simply need to be re-soldered. The flashing usually occurs when your speakers rumble due to volume and vibration. Try muting your television and see if the flashing decreases. If it does, then you simply have a weak solder joint that can be repaired inexpensively.

My Vizio VX42L is flashing like a strobe light.

Mine did the same thing. Remove the stand and back of the tv. Be careful with screen do not lay on hard surface and scratch. When you take the back off you will see a board on the left side and a board on the right side. They are labeled slave and master. Remove the ribbon cables and take board out. There are 2 capacitors on each board (about an inch long). These are probably all bad (ends bulged a little with black stuff on bulged end). Radio shack has them for less than $2.00 each. turn the board over and you can read the size of the capacitor. You need someone who can use solder wick and remove all four capacitors and solder in new ones. Notice how the capacitors are turned. Each one is labeled with a dash for negative. Make sure you bend new capacitor connectors the same and put back in the same way. Put the boards back in the tv and attach all ribbon cables. Put back and stand on. hook up your power and cable box and you are ready to watch tv with no more strobe. Me, my husband, and son did ours last week. I looked up the problem on the internet, husband removed stand & back, son with the steady hand did the soldering. Family project that went well for once.

Screen starts to flash like a strobe light

It sounds like you may have some bad filter capacitors in the power supply. The "easy" fix could be to replace the power supply board. These capacitors can act up as they warm up.
