While cleaning my packard bell wireless keyboard I have locked functions of mouse and keyboard. My touchscreen function is also locked.
Can you advise how to unlock so I can use the PC asap.

On some keyboards there is a "F Lock" (Function Lock) Key. On my Microsoft wireless keyboard it is on the Function key row at the far right end past the Insert and Scroll Lock Keys. It is a double-action key. Press it once and the function keys F1-F12 work; press it again and the alternate legend on those keys will perform.
Check this: Many laptops with touchpads have a switch or a keyboard combo that will disable the touchpad. Look to see if there is a little button you can push located near the touchpad. Alternately, there is normally a Fn-special function key combination you can use. You press the Fn key and also the special function key that has a little symbol on it that looks like a touchpad. That can turn the touchpad on or off.
It is possible that your computer has a physical on/off button for the trackpad. If not, then it may be one of the function keys (F1-F12) that have this function.
If you can see an icon that may resemble the trackpad, then trying pressing Fn and the relevant function key.
Using a button or key combination (e.g. <Fn> + <F1>) enables and disables the WiFi functionality. Please note that on selected models this functionality requires specific software; this will be pre-installed with the standard Packard Bell software bundle.
Hi, because it is a Packard Bell your problem doesn't sound odd. I owned one at one point in time. They have since gone out of business. A keyboard that freezes is related to circuit malfunction. You have two options: open the laptop and clean out all the dust from everywhere especially under the keyboard. If that doesn't work reseat the processor.
