Here is one of the simple steps you can do to check your monitor.
Most of the monitor had a Power on self test. Remove all the cables connected to the monitor (power and data cable) wait for 15 seconds then return the power cable only, if still the same, try connecting the monitor directly to power outlet if your using power strip, if not try another outlet. If the POST works, try shutting down your computer, reconnect all the cables to the monitor then turn on the computer. If still the same contact Samsung and have it replaced if still under warranty.

There is a power supply problem and inverter board issue, cause usually bad capacitors in the above mentioned, sometimes they bulge at the top indicating they are open, repairs can run to the point that it may be cheaper to replace the monitor.
