I'm betting on the PS board. Open it up, and look for some blown up caps. Wouldnt be hard to miss

You need to read your HD digital tuner and see if you can lower the video resolution to the maximum the monitor can handle, right now it is too high for the monitor to display. If the resolution is OK then the problem is in the monitor logic board.

probably power supply, dac-19m015, 2200uf bad capacitor.

you can look for other caps that are bad on the board that may have failed later.
