You don't say if this is new timer installation.
Or if timer was working before and suddenly stopped working.

I also own Woods 59017 timer from Home Depot.

1) New timer installation:
Open following link to access manual and read wiring instructions.
http://waterheatertimer.org/Woods-timers-and-manuals.html#59017

2) Old timer that stopped working:
If timer dial does not rotate, then the timer is broken, does not have power, or is wired wrong.
If timer stalls when it gets to a pin, then the clock motor has gotten weak, and is overheated and will stop working.

3) Buy new GE 15070 timer from Home Depot for $18

4) Buy new Woods 59017 at Amazon for $11 plus shipping

How do I reset Woods 59017 mechanical timer

There is no reset for 59017 timer.
Check if slide switch is set on timer
If timer is not rotating, then check circuit breaker, check wiring, replace timer.

Will a three way lamp work with a pin timer?

http://waterheatertimer.org/How-to-set-timers.html

Yes..you must turn lamp ON to the setting you want (high, medium, low)... and timer will not change that setting, but timer will turn lamp on-off

I have the 59017 Mechanical. I set the pins and turned on in timer mode. It comes on at specified time, goes off after specified time, but then does not come on again the next night.

I don't have repair for defective timer:
If Load and Line wires are reversed, that could explain problem. Reverse timer red and timer black wires. Symptom of this problem: the clock dial stops rotating after tripper pin.

Troubleshoot run-through:
1) Use fingers and manually rotate timer dial several times and watch if Load turns ON-and-OFF
This will tell you if load is operational, and pins are set correctly.
2) Set slide switch to Timer.
3) Make sure timer is wired correctly. This timer needs neutral wire to operate clock motor. Open following link to see illustration and read about wiring. Line and load wires must be correct.

http://waterheatertimer.org/Woods-timers-and-manuals.html#59017
4) Check that wire nuts are attached very tight and there are no loose wires.

Hi, we just got a new woods 59017 timer, and the dial turned until it turned off, at the point that we indicated, but after it turned off, the dial remained stuck in its place and will not turn any...

You have new 59017 single-pole in-wall 24-hour timer with tripper pins located on dial.
Timer is heavy duty and will handle up to 2500Watts 1 HP, including anything typically controlled by 15-20Amp light switch: incandescent, florescent, CFL, motor, pump, AC, whole house fan, etc.
http://waterheatertimer.org/images/Woods-59017-mechanical-timer-300.jpg

When timer is wired correctly, timer dial rotates no matter which position slide switch is set to.
Your dial rotated correctly and turned lamp ON, and rotated correctly until lamp turned OFF, and then stopped rotating.
This implies loss of power.
Check circuit breaker.
Check for loose wire on timer installation.
If wiring checks out, then timer is suspect. Replace different switch with suspect timer, and see if timer works on different Load.

I installed the GE Basic Timer 15070 ok. I set on and off times followint the insdtructions several times. The time will tunr the light on at the set on time but it never turns the light off at the set off...

Something doesn't sound right.
I have two of these timers and cannot figure out what your timer is doing, unless wiring is wrong or timer is defective, or you connected timer to 3-way switch.

15070 is single pole analog timer that requires neutral wire.
Slide switch is set to 'Timer' for automatic timer functions.

Open following links to identify timer and see wiring and how to set analog timers:
http://waterheatertimer.org/GE-timers-and-manuals.html#15070

The dial doesn't advance in time but the light works when I manuallly move the dial

You posted under Woods 59017 timer.

1) If this is a new installation, then timer is wired incorrectly.
White wire is probably wrong, white wire is connected to Neutral wire or ground wire so timer motor operates.
Open link to identify product for sure and read detailed wiring instructions.
http://waterheatertimer.org/Woods-timers-and-manuals.html#59017

2) If timer worked in the past, and stopped working, then it sounds like timer has gone bad.
Buy another 59017 from Home Depot, and then take defective one back with receipt.
