From the symptoms you describe this souncs like what toshiba describles as the "hypermodule" problem. These sets had a problem with a cuircit board known as the "hypermodule" Now in the past it was common to replace this cuircit board.. trouble was they began to run out of theml so toshiba figured out that the board could be repaired rather than replaced... TO repair such a board is quite labor intensivel it involves replacing 11 very small micro components call capacitors. I have replace them a few timesl First problem you have is removing this board take time and effort.. secound problem is these parts are very VERy small. and even the most skilled techninians need a magnifer and a very steay hand; It can be repaired but the time and skill required dramaticly add to labor cost .. it cost on average around 400 takeing several hours to complete... Well at our shop it cost that.. it varies.. my only advice is if you find someone make sure they have experience repairing the hypermodule.
this is the module. it is in a metal sheild stang vertically on main board. the tiny circles are called capacitors to fix 11 need replaced...it is so easy to damage the board.... once damage ....no replacements
