If you can not receive or send multimedia messages the first thing to check would be if your cell phone plan has that option enabled, if not I would contact you service provider and add that feature to your existing plan (which may cost extra per month).
If you know you have multimedia messaging as a feature then I would check the user manual for that phone and see if the phone itself is capable of receiving picture/video messages as some phones are not physically capable of receiving large amounts of data at a a time such as when receiving multimedia messages.
