Most touchscreen phones have a proximity sensor on the front, probably near the top right of the phone. This detects when the phone is near your face and disables the touchscreen to prevent you from accidentally dialing or hanging up while talking. The sensor should look like 1-3 small circular sensors. Wipe them clean, and ensure that any screen protector or case you're using isn't interfering with them.
