I want to download and install yahoo messenger 11 but it said yahoo messenger is not working correctly and notice appears download application failed. What is the best steps to do in this problem?

The error clearly says that the application is having problem so it couldn't be opened or run. Your only option to repair the Yahoo! Messenger or to re-install it (both a more or less similar). First of all, download the yahoo messenger and then install it, once everything is done correctly, it should work properly.

Check you completely removed yahoo messenger or not?restart you computer and download another file of yahoo messenger beta 11 because previous file may be corrupted.
I would advice uninstalling 11 beta and just installing version 10: http://messenger.yahoo.com/download/
It should work just fine on Vista 64-bit. (32-bit applications are reverse compatible.)

Perhaps you can do uninstall first and try to restart your pc/notebook. Try to install it again and perhaps you could try the offline installer from here :http://download.yimg.com/ycs/msg/dl/msgr10/us/ymsgr1000_525_us.exe
