The webcam capture utility is probably running at the same time as you are trying to use instant messaging. Is the webcam icon in the bottom right hand corner? If so right click and close. Then open messenger or whatever and run audio/ video set up.
Open up you webcam program and then locate the webcam icon in your system tray (icons by the clock lower right hand side corner) then right click on it
There should be a Option or a Settings button
You should be able to acess a picture/video configuration from there
