It's not the fact that it won't power on, it doesn't connect. The phone will detect the bluetooth, but it will not connect. The phone either does not function when the "CONNECTING TO 220Plantronics" is displayed after waiting at least 15 minutes, or it will say "Unable To Connect".

If you are having problems connecting to someone else's device with your Bluetooth, make sure both devices are activated and are compatible. Also make sure the distance between the two devices is not over 32 feet. There must be no walls or barriers between the devices. You may also need to make sure that the other device is not in hidden mode. If you experience problems ending a Bluetooth connection and another device is joined to your Bluetooth device, you can use that device to end the connection; or you can disable the connection by pressing the Menu button, selecting "Connect," choosing "Bluetooth" and pressing "Off."
Your headset must be in pairing mode, in order to be discovered by your phone. Whenever it is in pairing mode, its indicator light flashes in red and blue. If it has never been paired before, just by turning it on, it should enter that mode. If it doesn't, it is because it has been paired to ohter phones before. In this case, after turning it on, press and hold the call button until the indicator light flashes red and blue. Then, make your phone's bluetooth application search for new devices. After a while, your headset should appear on-screen. Select it and make the application connect to it. If a pairing code (or PIN, or passkey) is requested, enter '0000' (four zeros). You see, the pairing process between any two bluetooth enabled devices should be perfomed just once. All subsequent connections should be achieved by bringing them with each other's reach (with their bluetooth radios turned on, of course). At most, a simple press on the call button should do the job.

in your pocket!
Here are the basic instructions for creating a mobile phone Internet
connection. The instructions are for a cell phone with bluetooth (which
most cell phones these days have), but if your cell phone doesn’t have
bluetooth you can buy a cable to connect your laptop to your phone from
any cell phone accessory provider. Conversely, if your cell phone has
bluetooth but your laptop does not, you can buy a small USB device
which will enable bluetooth on your computer.
1. Create a link between your Motorola RAZR Phone and any Bluetooth Accessory 1.0 and up, you need to turn the Bluetooth connection "on". This is how: Go into your phone "settings". > Then select "Connection" > "Bluetooth Link" > "Set Up" > "Power" > "On". The connection will stay on until you turn it off. We recommend to turn it off when not in use to preserve battery life. 2. To connect your RAZR to another Bluetooth hands free kit or headset, go into "Settings" > "Connection" > "Bluetooth Link" > "Handsfree" > (Look for Device). You phone will scan for available devices located within the range of the RAZR, approx 30 feet away. If your cell phone is already connected to a Blue Tooth headset, you must disconnect from it to find other devices. Once you have identified your bluetooth device, highlight its name and click on the "select" button. 3. The Bluetooth device will ask permission to connect. Select "yes" and press the "select" button; after that you will be prompted to insert a PIN code to initiate a secure connection. The PIN code is sually provided by the Bluetooth device manufacturer, not the RAZR. Once the connection is made, you should see the bluetooth logo displayed on the internal screen, while the external screen Bluetooth indicator will flash.
1.Press and hold the Multifunction button in the middle of a boom headset while the headset is closed. The light will glow blue.2.Open the boom microphone and the blue light should remain on. If not, repeat step 1.3.On the cell phone, press Menu > Settings > Connection > Bluetooth > Handsfree > New Device 4.Select SCH-a930 once a connection is detected. 5.The passkey "0000" is now entered to confirm the connection has been made. 6.The cell phone screen will now read "Bluetooth Connection".
Tips: 1.Provided you set the Bluetooth power to "On" after the initial connection has been made, the phone will automatically re-connect to the headset. 2.To set the Bluetooth power on - Press Menu, Select Settings, then Connections, then Bluetooth link, scroll to Setup and select that. Scroll to Power and chose Change. Scroll to On and press Select. The screen should now read "Changed: Power On". 3.Test Your Connection: Close the headset and watch for cell phone to say "Disconnected". Re-open the headset and the phone should be connected automatically and will now display "Bluetooth Connected".

The driver CD of the said bluetooth is not functioning with ur PC.
If u r using ur bluetooth in more than one port, then also this may not be recognise by ur PC.
Try to use ur bluetooth in that port where u have installed it.
Try another bluetooth.
Hai, i too had this same problem friend.. I tried many ways and nothing worked.. Finally i got my mobile re-installed through a service center which made my bluetooth work again.. You also try the same .. Hope this solution would be help full.
This is not strictly true - my iPhone connects wonderfully to my Plantronics Voyager 520 headset. It will not connect to other phones, headphones, etc. via bluetooth. It is intentionally crippled and will only connect to a headset via bluetooth.
My guess is that Apple sells songs and doesn't want you trading them around to your friends via bluetooth. Whatever the reason, it's quite annoying.
