if you are getting prompt, "This computer <Service tag number>-595B is password protected ..... you'll need to call Dell technical support to get the master password generated to clear the message. There is no hardware way to clear the password short of replacing the motherboard. Same applies for a BIOS level Hard Drive Password.
if you do not have the bios password you have to open it ..and clear bios by short the pins if you find them...or remove the bios battery for 10 seconds..and will be on factory optimal defolts
To remove a BIOS password will require the assistance of Dell Tech Support. 800-624-9896 You will have to be able to prove you are an authorized user and if out of warranty a Fee may be involved.
