First you need a music recorder like Audacity.
dependent on what you have, CD or DVD drive.
then you going to need a CD or DVD recording software like Nero, Roxio
recode the music from the internet, then you need to input the file to either Nero. or Roxio, then you can record them to the media.

Is Windows 98 too outdated, to enable burn to a disc

Yes it is possible to burn them to a disc. Or the simplest way is get a USB flash drive and save them all there.

CD drive wont read blank or music CDs

It sounds like the drive is ready for replacement. It may be that the laser lens is dirty so the drive never detects a disc, or it's gotten too weak from age and use. Replacement drives are very cheap, so the best thing to do is replace the drive. You can get a DVD burner now at Newegg (www.newegg.com) for $25.99.

check whether the CD that you boot from is a "Bootable CD" . While burning an OS in a CD/DVD the option of "Make the disc Bootable" should be ticked on which makes the disc bootable with its boots records. The system will realise that the disc is a bootable one only if the disc has these boot files in it.  Try setting the boot sequence to Cd drive as first priority and dont forget to save the settings. If all your hardware componets are good, the above things will be the probabilities.

Compaq 7600 will not play, burn, cds or dvds

it seems more problem of dvd rom than a update. try to clean the lense with wet tissue. first try to boot your system with bootable cd/dvd. if it booted it means the software gone corrupt otherwise cd gone bad.

Trouble starting computer

OK well ya have to "get" the file(s) and reinstall them where needed... maybe ya install files are on the hard drive ? check.. else use another PC and Down Load what ya need... OR Try starting in "Safe Mode" press F8 at boot up time.. and select "Last Know Good Configuration" & see if that helps... else ya just gonna have to get a CD/DVD from somewhere and use that to fix.

Cd burner

this is most likely caused by faulty hardware or a driver problem, I would suggest you have a tech look at the pc since this is not easyly solved with text only.
