No, you can't. The socket of the pentium 4 it's diferent from the socket of the Dual Core/Core 2 Duo. You need to purchage a new motherboard for this processors.

Cpu up grade

Yes sir.

The eMachines T5082 Desktop PC uses an Intel D102GGC2 motherboard,

http://www.newegg.com/Product/Product.aspx?Item=N82E16813121031

The motherboard chipset is an ATI Radeon Express 200,

http://en.wikipedia.org/wiki/Comparison_of_ATI_Chipsets#Comparison_of_Northbridges_2

Scroll down the chart under the - Model - heading.
ATI Radeon Xpress 200 for Intel.

Processors Supported;
Intel Pentium 4, Intel Core2

If the motherboard chipset will support an Intel Core 2 Duo CPU, it will support an Intel Pentium D.

Plus you can always go to Intel Support, and look, lol!

http://en.wikipedia.org/wiki/List_of_Intel_Pentium_D_microprocessors#.22Presler.22_.2865_nm.29

So what are we talkin' about?
A Intel Pentium D, model 925 or model 930?

Up To a maximum frequency rate ('Speed'), of 3.0GigaHertz
L2 cache of 2 x 2MegaByte (2MB)
800MegaHertz Front Side Bus. (800MHz FSB)

FOLLOW Anti-Static Procedures.
THOROUGHLY clean the top of the Processor, and bottom of the Heatsink.
Properly apply fresh, new Thermal Paste.

My machine can not boot when any USB device is pluged in. Configaration:- Intel dual core, d102ggc2, 1.5 GB RAM

You already have the right answer dear user, your USB device cannot read by your system it maybe damaged. Try to replace another USB device. Also, maybe your startup in your CMOS/BIOS setup is set in First boot to USB device. Change it to first boot to HDD.

Your motherboard has the follwing memory support : DDR2 533/400 SDRAM 2 slots, Single-channel (2GB2 Max). As long as it is supported by your motherboard there would be no problem since your processor is also supported by the motherboard.

Please refer to the follwoing links from Intel:

HOW TO FIND RAM CAPACITY OF INTEL D102GGC2

Intel D102GGC2 Motherboard Each memory slot can hold DDR2 PC2-5300 with a maximum of 1GB per slot.*
Maximum Memory Capacity: 2048MB
* Currently Installed Memory: 512mb Number of Banks: 2
* Dual Channel Support: Yes
* CPU Manufacturer: GenuineIntel
* Although the memory can be installed one module at a time, the best performance comes from using matched pairs of modules.
Your MotherBoard Supports up to 2GB of memory.

You have 512mb, you can add 512mb to the empty slot.
, however,It's a good idea to keep them the same if you can.
You can install memory that is: DDR2 PC2-5300 (PC2-5300 is 667Mhz) you can use 1gb memory in each module for best performance and matching pairs since your motherborad supports dual channel.you can use sound card and SATA hard disk for higher disk support
