Hello,
A monitor that is slow to show a picture is a good indication of a power supply that is in the first stages of failure. The filter capacitors are not holding a charge correctly and it takes a bit to get up to full change and the power supply can start up. Here is a link to a repair guide that show how to open the unit and what to look for and replace to rebuilt the power supply board. SOURCE: My Hanns-G hw191d monitor quit coming on. The
First, flip the switch for your power surge protector, to see if that resolves. Then, test the monitor on another computer and see if it works. If the monitor still doesn't work, look for another one. Hope that helps.
