Either there is some network problem at the place where you are receiving your calls or the speaker of your phone is damaged. you need to get it replaced with a new one.
This problem I've had myself But it will only solve the problem if your cell uses a sim card. When the sim cards go bad thats whats happens your hear them but they can't hear you or vice-versa.
try checking your mobile's mic.. maybe its fault due to exposure to water or mobile dropped....if you urgently need a solution try to make calls vai head set.... or else you've to service...
