I just moved into an apartment with a GE side by side with an ice/water dispenser... there is no ice made and there is no light on the dispenser on the outside (it doesn't do anything!). Is there a simple way to make sure it's turned on (I've turned in on in the freezer -- made sure the light is on but there is no ice -- and the water is hooked up)??

First, open door to freezer, while pushing in on the ice dispenser trigger look at the lights in the freezer and see if they go dim, if they do then the "main board" on back of frig is defective. This is a common problem with these boxes. Its somewhat uncommon for the ice, water and light to go out at the same time, its possible, but not common.
Another way to tell if main board is bad is when you do as stated above and you hear the evap fan stop then main board is for sure bad.
Let me know what you find out. If main board then I will need model & serial number to give you the right part number for main board.
If none of the above occur, then advise and I will tell you then how to pull dispenser apart.
Sounds like the dispenser auger is frozen up or stuck. The lights dimming happens because the voltage drop from the stuck auger's motor when you try to use it. Remove the ice machine and clean it. Do not try to take it apart! Sometimes, the ice machine will fill too much with water and get stuck. Often, it's because the cabinet isn't level.
need to call ge at 1800-386-1215 some of these sxs have a door insulation issue that they will either send replacement doors to an authorized service company to exchange at no cost to you or offer a rebate for a newer model. yours might be in this group
have your model and serial number out of the ref located in the refrigerator section, about 4-5 inches from the celing down the right side and call and see
INSIDE THE DISPENSER ASSEMBLY IS A SEPARATE ELECTRONIC BOARD THAT CONTROLS THE DISPENSER.
OCCASIONALLY, THE DOOR SOLENOID OR THE CUBE ICE SOLENOID WILL SHORT OUT CAUSING A BURNOUT OF THE DISPENSER CONTROL BOARD. CHECK FOR A BURNT SMELL COMING FROM THE DISPENSER HOUSING. IF YOU SMELL IT, THE BOARD AND/OR SOLENOID NEED TO BE REPLACED.
Make sure there is no obstructions from the time the ice leaves the chute until it drops into the glass. make sure the motor that moves ice and out to the area for the cup is stuck or seized up let us know thanks
