Depends on how thick of plastic but you will need to use 'sharp' needle and long stitch length

Cover both sides with tissue paper, the firm kind,, then sew, remove paper, smaller stiches makes this easier

Can't raise the pressure foot on my Brother Project Runway Sewing machine. I raise the plastic lever but it does nothing

Open machine face cover you would be able to see what happen to your presser bar. If you can raise the lever but the presser bar not response Or if you can push up the presser bar easily with your hand, the presser bar tension screw is loose. Upper part of the bar would have the tension/presser spring, press up the presser bar till you can feel enough tension to press the material then tighten the tension screw which is located behind the bar.(Most machine you can access the screw thru a small entry at the back of machine, right behind the bar itself. You may have to repeat this until the bar have enough presser to press the material. Hope this is helpful.

15 different types of thread - polyester, rayon, cottons all sew about 3-4 stitches and then break. i have used this 3116 for 3 yrs - 700 18" blankets - i recently ran out of "yardsale " thread and started...

I would suggest having the sewing machine checked to see if there is a adjustment needed in the timing. and also to see if the tension dial has any problems.
it could be the needle and thread are not compatable with the fabric
is the needle in the needle holder correctly?
are there any burrs in the needle plate or in the bobbin area?

Machine will stitch for a few stitches and then stop and beep.

Your problem is most likely that you've run out of bobbin thread (or about to and the bobbin thread is now loose around the bobbin), your top thread is broken/about to break, or you have a birds' nest (a messy knot of thread) forming underneath the fabric/presser foot and/or within the feed dog. Upon occasion, it's a false alarm. Remove the fabric from the machine and clip your threads. If your bobbin and top thread are fine, place your fabric back in and start sewing again. If you get the stop and beep again and the threads remain unbroken, try rethreading both the top thread and the bobbin. Should you still get the alarm, hit the button to start and see if it resolves itself after a couple of tries. If it doesn't, afraid you have a problem I haven't encountered yet. But so far, the above steps have always resolved the problem for me in the last 6 years.

Where is the tension release unit

Try this, with the presser foot in the raised position, pull thread thru the needle, it should pull thru easily. Now lower the presser foot and pull thread thru the needle, it should be harder to pull thru. If this is the case then the release unit is working. (make sure the upper thread tension dial is set at about 4)

I have a quantum cxl. It will sew normal stiches but it will not sew the decorative stiches

The needle shaft sticks to the curved arm and won't come down because a piece of plastic, about an eighth of an inch thick had broken from age. It prevented the shaft from staying up on the needle arm. Open the cover, try to stitch decorative stitch and see what I mean. Purchase a package of 4-10 by 1/2 nut and bolt pack. Screw the nut all the way onto the bolt. Using needle-nosed plyers, Carefully bend the curved arm slightly, and place bolt into the hole on the top of the needle shaft. Nut will keep it in place. Lowering the needle shaft using wheel, carefully bend arm back in place. Try decorative stitch. It should work. It does for me.
