I'm trying to plug my Dell E173FP monitor into a brand new system running Vista. I have the Driver, but I'm getting an error that says I need to have a 32 bit version. I didn't see any such thing on the Dell support website for Vista. Is this even possible?

If the above does not resolve the problem, change the video settings on the Operating system or on the graphics configuration settings. If your system is running on Windows, boot it to safe mode first.
You don't really need a driver, it's perfectly OK if it stays as "Plug and Play monitor". Monitors communicate with the graphics cards to inform about the modes in which they can operate. All you have to do is find out the "native" or "recommended" screen resolution and refresh frequency for your monitor model and set these values in Windows' Display Properties - Settings. In case of DELL E173FP it will be: resolution 1280x1024 and 60Hz refresh.
The Dell E173FP with a flashing power button indicates a blown driver board.
