Modem it'snot work
If this is an issue that just started and it worked before, then it's most likely a driver glitch. Unistall the modem drivers from the device manager and reboot. The machine will find the modem and reinstall the driver automatically. If the drivers for the modem aren't there, then you will need to download them from IBM's support site. If the modem has a yellow question mark on it in the device manager, then the drivers have not been downloaded for it.
