Soap dispenser doesn't open

I have run it 4 times now, the 4th time I left the soap dispenser open, and still there seems to be no water reaching it (the soap stayed mostly in the dispenser). There is nothing blocking the rotor from spinning and the dishes are loaded properly...it's not even really that full. It's not reaching it's normal tempurature either.

ugh.
