Power steering fluid can leak from several places. To locate the leak, I would suggest topping off the PSF reservoir, and having someone turn the wheels back and forth. Watch any lines or connections for leakage.
I doubt it is the fluid. I would guess more likely that the pump is going bad. If it is making a whining sould all the time or when steering at a stop, the pump is beginning to fail.
