What are you worried about, having pixtures if her friends can recognize you (or at least your siblings?)

Rebooting rarely deletes all information on your computer; and you're supposed to have backups of important things vaulted, too.  Failing that, pay your local tech fixit people or friends to get you square if you don't have time to read up on the system you use, and get things sorted, photo sent to the printer, backups planned; if it's sure harder than that, better send your drive off to the forensic drive recovery firm at hand.

Canon Power Shot SD450 Digital Elph camera started to say "no memory card" when there is Sandisk 2GB in there? What can i do?

2 things the memory card and the recovery of your files.
Your camera was produced in 2005 and in those days only MMC and SD cards could be used. A few years later the SDHC came and 2011 SDXC came. devices are downward compatible. So newer cameras can use also SD cards. But older cameras can't use newer memory cards. Even a SDHC can't be used in your camera. And although I managed to buy a 4GB SD card a few years ago, now they only produce SDHC and SDXC cards. Yes be aware a 1 GB or 2 GB card now ar most of the time SDHC.
Check your card, when it says SDHC, don't try to us it, it won't work.

Then the photos from your parents. It looks we never have taken enough pictures.
When you have old memory cards, please don't use them till you checked if there are still "deleted" pictures on them.
Deleted is most of the time just clearing the pointers to the files. The files in most cases stay on the card.
Try to download some software from this site:
Memory Card Data Recovery
Then run the software, when you have a memory card in a memory card reader and see if it can find "deleted" pictures. Be aware when you use a card with "deleted" pictures, the space that came free, will be used to put new pictures there. SO don't use the cards till you did recover everything to the computer.

There are more free recover program's. I have one form Sandisk, I got it for free with a sands memory card. Login on that site to and see if they still have free program's for Sandisk users.

I can't get my pictures from my camera to my PC when I hook it up with the USB cable the box comes up for me to choose what I want to do and when I hit transfer pictures it isn't showing any of my pictures...

I will need some further clarification because it seems like your talking about a few different problems. You transferred the pictures successfully to your computer? Is it that you can't find where the pictures are located on the computer? If you deleted them from the camera there is no way to transfer them now. That is why you always want to make sure you have the pictures copied and backed up properly before deleting them from the camera. If your copying pictures via a computer then you want to copy them back with a usb memory card reader.I hope this answers your questions if you need further assistance please let me know.
Thank you,

If someone has reinstall windows and they done a hard install you have lost everything that you had saved I'm sorry to say as when you do a hard install it formats your drives and drivers then reinstalls them (takes pc back to factory as you would buy it new) if it was only a soft reinstall you should be able to go to start, search, search all files and folders, type in the name of any picture you remember the name of and it will find it and all others if they are there. then if it finds them left click once on the first one shift key arrow down to the bottom right click on the blue or what ever colour you've got as yours go move to and select the location you want them in from the list you are give

Retrieval of pictures taken without a memory card

When you take pictures on anyy digital camera, the picture is stored onto the memory card. In your case, since the memory card was full, the picture was deleted the second you stopped looking at it. (from when you took it) I would try uplinking the camera to a computer to see it the pictures somehow made it to the camera, but other than that im sorry.
