Wont power on was told it may be bulb

No this set does not have bulbs it has picture tubes three of them. Most likely you have a bad capacitor on the power supply board.

NO SOUND OR PICTURE WITH 3 FLASHES TOO?

3 flashes is related top the conttroller board

There is no magic fix or simple button press DIY with this.

If you cant afford it then it will have to stay like it till you can. Easier to buy an older tV and set top box for around $50 still gets the programs, just doesnt look flashy and require a mortgage to maintain. There are ;lots of cheap TVs at garage amnd boot sales these days that will outlast the plasmas and the projection TV's and all they need is a set top box attached!

Daytek DT3220 power button flashes green 4 (5) times, no picture

The power supply voltages might look good on an oscilliscope or using a DC meter, but that doesn't really tell you if the supply is good.

Your TV has an unusual symptom, however 99% of the problems on these TVs are caused by the power supply. I have had 3220s that won't power on, the remote or controls on the TV won't work, or the unit blanks out and all sorts of other odd problems. The power supply can test fine, but if you substitute it the TV will work fine.
Sorry to say you're up a creek. The good news is that just about any 5,12,24V power supply for a 32:" TV will work if you are comfortable rewiring the connectors. I have done this a few times and rescued the TVs from an early grave (I'm actually just about to start on another one now). The pinout is written on the board, and make sure the power supply you want to use also has the pinouts marked on the board.

RCA HDTV #D61W20, CHASSIS ITC222, Power button flashing 1, pause, 9. Possible error code 19, anyone know what this means

This is not a friendly chasis, the only easy fix that you might check on the power supply board and the left side (looking from the back) 3 capacitor (220,330,and 2200uf 16V) have the top pop up. Other than that poping, arcing noise, burn smell when first start up is bad york, Flyback Transformer and even the cooling leak for those tubes you will need professional TV repair man. Those TV picture not very nice anyway.
